Why 'Sulis'
Sulis Minerva was the Roman-British goddess of Bath's hot springs — worshipped as a source of clarity, healing and wisdom. We took the name as a reminder of what we try to bring to a sector that can feel murky: clear sight of where you actually stand, and a steady path to where you need to be.
Helping education providers meet the rules — and rise above them
Funding compliance and quality improvement are often treated as separate problems, owned by different teams. In practice, they are deeply connected: a curriculum that struggles to demonstrate impact to Ofsted or OfS is often the same curriculum where funding rules are hardest to evidence.
Sulis Intelligence was set up to bring both together — funding rule expertise for DfE, DWP and mayoral combined authority contracts, alongside quality improvement support for Ofsted’s Renewed Inspection Framework and OfS regulatory requirements — so providers get one coherent view of risk and improvement, rather than two disconnected reports.
We work with school sixth forms, further education colleges, independent training providers, adult and community education providers, and higher education and degree apprenticeship providers across England, based in the West of England and working nationally.
The principles behind how we work
Precision
Funding rules and inspection frameworks are detailed by design. We go to the source guidance rather than relying on assumptions or last year's rules.
Partnership
We work as an extension of your team, not a detached auditor — sharing what we find as we find it, not just at the end.
Improvement, not just compliance
Meeting the rules is the floor, not the ceiling. Our recommendations are built to improve outcomes for learners, not just pass an audit.
