The devolution of adult education functions to mayoral combined authorities has changed how many providers plan for compliance. Where a single national rulebook once applied, providers delivering across multiple areas — for example the West of England Combined Authority alongside other regions — now need to track distinct funding rules, reporting templates and performance expectations for each authority they hold a contract with.
In practice, this means treating each combined authority relationship with the same rigour as a national ESFA/DfE contract: understanding its specific eligibility rules, its data return requirements, and how it defines and monitors performance. Providers that assume 'the rules are basically the same everywhere' are the ones most likely to find themselves out of step at audit or contract review.
A practical starting point is a funding map: for every contract you hold, list the funding body, the current rules in force, the reporting cadence, and who internally owns compliance for it. From there, a light-touch quarterly self-check against each authority's published guidance will catch most drift long before an external audit does.
